The S.E.C.AL. S.p.A. is a municipality.  It's consists a part of the public, the City of Alghero, which holds the majority with 100% of the shares.

The Convention for the expectation of revenue between local SECAL. S.p.A. and the City of Alghero, signed on September 19, 2007, has allowed the institution to acquire a company specializing in the management of local revenue, with the aim to pursue with tenacity and transparency in dealings with the taxpaying public to carry out spontaneous the tax burden.
